L'efficacité de transfert des mesures de politique agricole

Abstract

[fre] Le présent document étudie de manière approfondie le concept d'efficacité de transfert des mesures de soutien à l'agriculture. L'efficacité est définie comme étant le rapport de l'augmentation nette des revenus agricoles au montant total des transferts provenant des consommateurs et des contribuables. Deux des éléments déterminant ce rapport, les déperditions distributives et les coûts économiques, sont examinés, et les facteurs ayant une incidence sur l'importance de ces éléments sont mis en lumière. Deux aspects négligés de l'efficacité de transfert, à savoir les déperditions au profit des secteurs amont et aval et les coûts de la fiscalité, sont étudiés en détail. Etant donné que pour de nombreuses formes de soutien à l'agriculture, l'efficacité de transfert est vraisemblablement faible, il paraît indispensable d'évaluer soigneusement les causes des pertes d'efficacité. Même s'il est possible d'augmenter l'efficacité de transfert de la forme de soutien considérée et de réduire les distorsions qu'elle peut induire au niveau des échanges, il pourrait y avoir intérêt à diminuer le niveau global de soutien octroyé aux agriculteurs de manière à favoriser la croissance économique et à accroître la prospérité nationale. [eng] Measuring the transfer efficiency of agricultural support policies . The concept of the transfer efficiency of agricultural support is explored. Efficiency is defined as the ratio of the net increase in farm income to total transfers from consumers and taxpayers. Two components determining this ratio are discussed: distributive losses and economic costs. The factors influencing the size of these components are identified. Two neglected aspects of transfer efficiency, leakages to upstream and downstream industries and the costs of taxation, are explored in more detail. Because the transfer efficiency of many forms of agricultural support is likely to be low, it is argued that a careful assessment of the sources of efficiency losses is necessary. Even if the form of support can be made more transfer efficient and less trade distorting, it may be desirable to reduce the overall level of support to farmers through time in order to increase economic growth and domestic welfare.
