Abstract

[fre] Traversés de profonds désaccords internes sur les formes du développement agricole, en concurrence l'un avec l'autre et avec les autres exportateurs, les Etats-Unis et la CEE ont des attitudes divergentes et contradictoires face à la négociation agricole du GATT. Le pré-accord de Blair House peut être un premier pas vers une sorte de politique agricole commune mondiale. La gestion de l'offre coordonnée que cet accord prépare peut stabiliser les marchés mais risque de priver durablement les pays en développement du droit à la politique agricole. [eng] The agricultural side of the gatt negociation : a new world control ? . Within EC and US, there exist deep internal disagreements about the futur of their agricultures. At the same time, they are in competition, not only one against the other, but also the two against the rest of the world. As a consequence, their attitudes vis-à-vis the agricultural GATT négociation are divergent and contradictory. The Blair House pre-agreement could be a first step towar a kind of world common agricultural policy. However, if a coordinated supply management, as implied by this agreement, can stabilize markets, it may also deprive deve- lopping countries of any possibility of indépendant agricultural policy for a long time in the futur.
