Transition structurelle et contrainte socio-politique : quelle issue pour les agricultures d'Europe centrale ?

Abstract

[fre] La "contrainte socio-politique" est l'une de celles, qui par ses effets de blocage, peut le plus infléchir le déroulement de la transition vers l'économie de marché, et contribuer à la diversification des itinéraires post-collectivistes. Cette étude analyse les déterminants structurels qui pèsent sur l'élaboration et la mise en œuvre des réformes, et qui ont trait à l'héritage des structures agraires antérieures à la collectivisation, et à l'inertie du modèle collectiviste. La transition revêt une dimension conflictuelle. L'enjeu fondamental est la transformation des rapports sociaux de production sécrétés par le modèle collectiviste. L'adoption du dispositif législatif de privatisation a suscité un débat politique controversé. Le changement des rapports sociaux de production se heurte aux représentations que les acteurs sociaux se font d'une mutation qui remet en cause leur statut social, leurs conditions de travail, et leur niveau de vie. Socio-political constraint is those which by its freezing effects could act upon the transition process towards market economy. This study intend to analyse structural factors which hinder agriculture from restructuring, like the legacy of agrarian structures existing before collectivisation, and the inertia of the collectivist agrarian model. Transforming social relationship inherited from communist period appears to be the main stake. So, working out privatisation laws rose during several months a wery controversial political debate. Changing ownership relations clash with the opinions of agricultural workers, and with the ideas they have about their future social position in the new economic system.
