Du développement agricole au développement rural. Le cas des zones semi-arides en Tunisie

Abstract

[fre] Le développement des zones rurales, basé essentiellement sur la promotion du secteur agricole, a souvent abouti à la marginalisation de vastes espaces ruraux. Ceci témoigne de l'incapacité de l'agriculture à assurer par elle-même le développement des zones rurales notamment celles à faible potentiel de production et à offrir le plein emploi à la population active rurale. L'analyse au niveau national de l'importance et du rôle de la pluriactivité a permis de mettre en évidence la permanence et l'ubiquité de celle-ci comme élément structurel dans la reproduction de la société rurale tunisienne. Mais c'est au niveau de la petite région qu'il nous a été possible de mieux saisir les mécanismes à travers lesquels la pluriactivité intervient dans le fonctionnement et la dynamique de reproduction des exploitations du semi-aride. D'où l'intérêt d'une approche du développement local qui intègre l'ensemble des secteurs économiques. [eng] From agricultural development to rural development . The case of semi-arid areas in Tunisia. . Development of rural areas, when based only on promoting agricultural activities, often ends up in leaving large rural areas less developped. This effect attest to the inability of agricultural activity alone to develop rural areas, particularly those with low production potential, and to offer full employment to the rural labour force. The analysis, at the national level, of the part time farming's importance and role, demonstrates that it is being always present both in time and in space throughout the structure of agricultural in Tunisia. But it is at the local level that it has been possible to better understand the mecanisms through whose the part time farming operates in the farm's working and reproduction in the semi-arid areas. All this demonstrates the interest of local development approach which integrates all the economic sectors.
