Les Japonais et la mise en valeur des Cerrados au Brésil : pour quelle maîtrise de l'espace et de l'approvisionnement alimentaire ?

Abstract

[fre] Depuis 1974, le Brésil et le Japon coopèrent pour la mise en valeur agricole du potentiel existant dans la région des Cerrados. Au début des années 80, le projet s'élargit et au total, en 1989, ce sont plus de 600 000 hectares qui sont concernés dans une région gagnée par la fièvre du soja. Avec un excédent courant qui n'a cessé d'augmenter dans les années 80, le Japon a désormais les moyens de mener une grande politique de coopération et d'investissement direct. A quelle logique obéit cette coopération ? Quelles sont ses effets sur les échanges réciproques entre les deux pays et sur le modèle de développement agricole dans la région des Cerrados ? [eng] Since 1974, Brazil and Japon have in progress a program of cooperation for the Cerrados region. The project has been expanded during the eighties. In 1989, more than 600 000 hectares are concerned in a region where a tremendous growth of soybean production take place. Its increasing balance of payment surplus gives to the Japan the means of a great direct investment and cooperation policy. What is the logic of that strategy ? What are the effects on the reciprocal trade and on the agricultural model of development of the Cerrados region ?
