Abstract

[eng] The effects of the recent decisions concerning quantitative restrictions for milk output are analyzed on the basis of supply and demand prospections. Setting up of milk quotas will bring about a fundamental change in the milk market regulation. If quotas are maintened for a long period, there will be negative consequences for dairy farms, dairy industry, farm structures and consumers. On account of the size of current dairy surplusses rapid improvement of the budget crisis is impossible. Therefore no price increase can be considered for the moment. After some time production quotas should be abolished with the precondition that present support prices be retained. [fre] Les effets de la décision récente sur la limitation quantitative de la production laitière sont analysés sur la base des projections de l'offre et de la dernande réalisée par la Commission. Il est démontré que l'introduction effective des quotas de production entraîne un changement fondamental du règlement du marché laitier en vigueur, et qu'on ne peut pas encore discerner s'il s'agit d'une mesure passagère ou bien d'une modification durable. A long terme, les conséquences pour les exploitations laitières, l'industrie laitière, la structure agricole et les consommateurs seront négatives. Un assainissement rapide du budget de la CE semble être impossible vu les excédents de lait encore existants. C'est ainsi qu'une augmentation des prix ne sera pas possible dans l'immédiat. Il faudrait envisager une abolition des quotas de production après une certaine période d'application. Une condition préalable serait le maintien des prix garantis au niveau actuel (Réd.).
