Abstract

[fre] La politique agricole allemande a une longue tradition de soutien des prix à des niveaux élevés. La forte protection consentie à l'agriculture est largement acceptée par la plupart des composantes de la société. Récemment, les revenus agricoles se sont détériorés sensiblement en RFA. Malgré cela, les dépenses agricoles nationales ont diminué car le gouvernement voulait réduire le déficit du budget fédéral. Probablement pour ces raisons, l'accent a été mis davantage sur la répartition des revenusà l'intérieurde l'agriculture. Les aspects liésà l'environnement ont aussi retenu de plus en plus l'attention: Avec la réforme de la PAC, le gouvernement allemand veut éviter une trop forte pression à la baisse sur le revenu des agriculteurs. Simultanément, l'Allemagne est devenue très sensible à ses contributions au budget communautaire. On peut ainsi s'expliquer pourquoi le gouvernement allemand est très favorable à l'introduction des quotas sur le lait. En même temps, c'est la raison pour laquelle il combat la réduction des MCM positifs allemands. L'adoption d'un nouvel «ECU vert» lié au DM pourrait n'être cependant qu'une illusion d'optique. [eng] There is a long tradition of high price supports in German agricultural policy. The strong protection given to the farm sector is broadly accepted by most segments of society. Recently, farm incomes have significantly fallen in the FRG. Yet national expenditures for agriculture have decreased since the government wanted to reduce the federal budget deficit. Emphasis was more on income distribution within agriculture and on environmental aspects. The German government wishes that CAP reform does not bring about too strong a fall in farm incomes. At the same time, Germany has become very sensitive to its contributions to the EEC budget. This explains why the German government is very favourable to milk quotas. It also is the reason for opposing a reduction in the German positive MCAs. It may be, however, that the adoption of new green ECU linked to the Deutschmark, would only be an illusion.
