Paysans et nouveaux villages en Algérie

Abstract

[fre] Ce travail s'interroge sur l'agencement des mécanismes locaux à l'occasion de la réalisation des «Villages Socialistes». Cette mise en oeuvre apparaît comme un enclanchement de mécanismes faisant intervenir des agents de plus en plus éloignés des ruraux. La subordination de la réalisation à des normes techniques qui ne sont ni produites, ni maîtrisées par les ruraux se pose en termes de détention de pouvoir décisionnel. Si les fonctionnaires déterminent la structure du nouveau village, le contenu villageois et la réaction des ruraux dépendent dans une large mesure des élus locaux. [eng] A sociological analysis based on case-studies of three «new villages» created during the agrarian revolution. The setting up of those villages involves groups and institutions which are quite far from the rural people directly concerned. Technical norms for the settlement are neither produced nor controled by rural people. However if civil servants have much to say on the base plans for the new villages and on their location actual implementation and selection of settlers depend largely on local elected council members.
