Croissance et disparités du monde rural chinois

Abstract

[eng] The Mao Zedong policy was intended to reduce traditional geographical, technical, economic or socio-cultural inequalities in rural China. In spite of a certain improvment of the economic situation of agriculture (the reduction of the gap between farm prices and industrial prices) this goal-oriented policy has been a failure. The excessive favouring of cereal production has slowed down the overall growth of agriculture and restrained the dynamism of advanced rural branches without re,aity helping the poor units out of their underdevelopment. . Mao's successors openly favour the development of these advanced branches. The result should be of overall benefit for Chinese agriculture which should continue to reduce its handicap towards industry. This improvment however, will have to pass through increasing inequalities and distorsions within the rural society. [fre] La politique suivie sous la direction de Mao Zedong a cherché à réduire les inégalités traditionnelles d'ordre géographique, technico-économique ou socio-culturel du monde rural chinois. Malgré une certaine amélioration de la situation économique de l'agriculture (par la réduction des «ciseaux» entre prix agricoles et prix industriels) cette politique volontariste a échoué : en privilégiant trop exclusivement la production céréalière on a ralenti la croissance globale de l'agriculture et freiné le dynamisme des secteurs avancés du monde rural sans aider réellement les unités pauvres à sortir du sous-développement. . La politique des successeurs de Mao privilégie ouvertement le développement de ces secteurs avancés. L'agriculture chinoise devrait globalement en bénéficier et continuer à remonter son handicap vis à vis de l'industrie mais cette amélioration se fera à travers des inégalités et des distorsions croissantes à l'intérieur du monde rural.
