Nouvelles conditions internationales de l'élaboration des politiques agricoles nationales

Abstract

[fre] Les conditions internationales sont rarement " nouvelles " mais leur poids relatif respectif en vue de la formulation de politiques agricoles nationales change beaucoup. Au début des années quatre-vingts une importance majeure doit ainsi être reconnue aux facteurs suivants : l'instabilité des changes et l'absence de tout système monétaire international véritable ; les taux de croissance économique globale bas voire négatifs ; l'universalité de taux d'inflation excessivement élevés ; l'absence d'accord sur une stratégie globale du développement économique et agricole ; l'influence toujours croissante des sociétés multinationales spécialement dans le domaine agro-alimentaire ; la pénurie croissante de ressources naturelles particulièrement en énergie ; l'échec mondial des politiques nationales de soutien quand il s'agit d'en faire bénéficier les plus défavorisés en milieu rural, et les incertitudes affectant les percées technologiques possibles. . Les responsables de l'élaboration des politiques agricoles nationales doivent donc prendre en compte une instabilité considérable des facteurs extérieurs et même la possibilité de circonstances catastrophiques éventuelles. [eng] International conditions are seldom " new " but their respective relative weight in formulating national agricultural policies changes greatly. In the early eighties major importance thus attaches to : currency instability and the absence of any genuine international monetary system ; low or even negative rates of overall economic growth ; widespread high rates of inflation ; the absence of any agreed global strategy for economic and agricultural development ; the ever growing influence of multinational corporations, especially in the farm and food field ; the growing scarcity of natural resources i.a. energy ; the universal failure of national support policies to benefit the rue rural underprivileged ; and the uncertainties attending possible technological breakthroughs. . Policy makers must therefore take into account considerable instability in external conditions and even possible catastrophic circumstances that may materialize.
