Ecodéveloppement : une approche de planification

Abstract

[fre] A ses origines, le concept de l'écodéveloppement a été formulé d'une façon plutôt restrictive, à savoir une stratégie de développement rural dans le Tiers Monde, fondée sur l'utilisation ingénieuse des ressources locales et du savoir-faire paysan. Mais cette formulation a vite été dépassée : l'écodéveloppement est devenu le synonyme d'un développement socio-économique endogène, reposant sur des forces vives et organisées de la société, conscientes de la dimension écologique et recherchant une symbiose, entre l'homme et la nature. Les variables du jeu de l'harmonisation des postulats du développement et de l'environnement sont les suivantes : . 1. Politiques de consommation. — 2. Politiques d'aménagement du temps. — 3. Politiques technologiques. — 4. Politiques d'aménagement de l'espace. — 5. Politiques de ménagement des ressources rares et de mise en valeur des ressources abondantes. — 6. Politiques énergétiques. — 7. Politiques de l'environnement stricto sensu. . L'approche de l'écodéveloppement est illustrée par l'exemple de la planification en Amazonie péruvienne. [eng] Ecodevelopment — an attempt at planning - Originally the concept of ecodevelopment was formulated in a rather restrictive manner, as a rural development strategy in the Third World based on the ingenious use of local resources and peasant know-how. But this formulation has rapidly become out-of-date. Ecodevelopment has become synonymous with endogenous socio-economic development based on the living, organized forces of the society, aware of the ecological aspect and trying to effect a symbiosis between man and nature. The variables in the harmonization of the basic assumptions of development and environment are as follows: . 1. consumption policies. — 2. time-planning policies. — 3. technological policies. — 4. space-planning policies. — 5. policies aimed at husbanding rare resources and at making the best use of plentiful ones. — 6. energy policies. — 7. environment policies in the strict sense of the word. . An attempt of ecodevelopment is illustrated by the example of planning in the Amazon region of Peru.
