Abstract

[eng] The Possibility of establishing a World Agreement on Proteins - However natural it may seem, a world agreement on proteins has encountered many difficulties owing to the different policies of those concerned. . The U.S. wants to dominate the consumer market by measures that encourage exports (P.L 480 Food Aid for Peace, General Sale Manager) and also by the efforts of professional organizations such as the A.S.A. and multinational firms. . The U.S.S.R. would like to play an international market that is anarchic enabling it to intervene from time to time within its own policy (the sale of sunflower-seed oil in spite of the poor harvest and the purchase of cheap American soya oil). . Europe would like to retain a little ot if s indépendance and to play on the price fluctuations but without being equipped to practise this policy because of the diversity of the economic motivations of the member states. . In these agreements the developing countries would like to see results that their possible partners consider excessive. . In this situation it seems difficult to establish a world agreement in the near future, but this economic system was shaken by a serious crisis in 1973 which might well occur again and result in an international agreement. [fre] Un accord mondial sur les protéines, pour tout naturel qu'il paraisse, se heurte à de très nombreuses difficultés dues aux politiques divergentes des différents protagonistes. En effet : . - les USA veulent dominer le marché de consommation par des mesures favorisant l'exportation (PL. 480, loi sur l'Aide Alimentaire pour la Paix, General Sale Manager) et aussi par les efforts des Professionnels comme l'ASA et les multinationales, . - l'URSS entend jouer d'un marché mondial anarchique qui lui permet des interventions ponctuelles dans le cadre d'une politique personnelle (vente d'huile de tournesol malgré la mauvaise récolte et achat d'huile de soja US à bas prix), . - l'Europe désire maintenir une fraction de son indépendance et juguler les fluctuations des cours, mais ne se donne pas les moyens de sa politique en raison de la diversité des motivations économiques des Etats membres, . - les Pays en développement recherchent dans ces accords des résultats que leurs partenaires éventuels jugent excessifs. . Il paraît difficile dans ces conditions qu'un accord mondial puisse s'établir dans un proche avenir, mais une crise grave a secoué cette économie en 1973, il n'est pas exclu qu'elle se renouvelle et qu'elle favorise les conditions d'établissement d'un arrangement international.
