Politique de développement rural en Europe de l'Est

Abstract

[fre] Pendant longtemps, les responsables de la politique économique de nombreux pays socialistes ont envisagé le développement rural suivant des formes se rapprochant de celles du développement urbain : croissance des « agrovilles » notamment, avec de grands immeubles d'habitation. De nombreuses politiques, actuellement, s'intéressent davantage au contraire au développement de la vie des villages : maisons individuelles avec jardin, diversification des activités, de façon à fournir sur place du travail aux surplus de main-d'œuvre agricole (tourisme, construction, industries alimentaires, parfois même industries non alimentaires). . A cette politique, les villages et les districts sont invités à apporter une collaboration active. On assiste ainsi, dans certains pays du moins, à une certaine décentralisation des responsabilités ; les prochaines années montreront la façon dont ces objectifs influeront sur les démarches actuelles de la planification centralisée. [eng] Rural development policy in Eastern Europe - For many years those responsible for the economic policy of many socialist countries considered rural development along the same lines as urban development - the growth of « farm-towns » with blocks of flats. But at present many policies are more interested in the development of life in villages detached houses with gardens and a greater diversification of activity, in order to find more work on the spot for the surplus labour force (tourism, building trades, food industries, and even other forms of industry). . The villages and districts are invited to collaborate actively in this policy. In certain countries one sees a certain decentralization of responsibility. The next few years will show what influence these objectives will have on present methods of centralized planning.
