Abstract

[eng] The peasant landownership has increased in the Châtillonnais for forty years. The peasants gained this landownership upon all kinds of non peasant landowners. The two main groups of non peasant ladowners. The two main groups of non peasant landowners are the foUowing : first darks and member of the working class who are the heirs of their family estates and sell during the all studied period. Owing to their large land purchases, the peasants gained the first place on the land market. . The cost of this practice is very high. The middle sized farmers are the main purchasers. By this way they help on the poorer farmers disappearing and stop the development of large sized farmers who use wage-earning workers. But they get into debt and are in difficulties. In order to improve their position some farmers' unions ask for a land- ownership rights reform : they want a control on lease contracts, and a continity of the non peasant landownership under their own control on land using. [fre] Dans le Châtillonnais, depuis 40 ans au moins, la propriété des agriculteurs s'accroît. Cette extension de la propriété paysanne se réalise au détriment de toutes les catégories de propriétaires fonciers non exploitants. Parmi ceux-ci, on peut distinguer deux groupes principaux : les héritiers de la propriété paysanne, généralement ouvriers et employés, qui revendent progressivement leur patrimoine, et les membres des classes supérieures de la société qui ont acquis leur propriété antérieurement, et vendent durant toute la période étudiée. Par une activité incessante, les paysans contrôlent largement le marché foncier et l'affectation du territoire. . Le coût de cette politique est particulièrement élevé. En effet, ce sont principalement les paysans moyens qui achètent la terre, contribuant ainsi à l'éviction des paysans pauvres et au blocage du développement des grandes exploitations à salariés. La contrepartie est un niveau d'endettement assez grand et une situation difficilement supportable. Pour pallier ces difficultés, certaines organisations syndicales agricoles proposent une réforme du droit foncier, en vue d'obtenir un contrôle du marché des fermages et de maintenir une propriété foncière non agricole tout en conservant le contrôle paysan sur l'usage du sol.
