Abstract

[fre] La plupart des modèles de développement conçus pour économie dualiste utilisent comme pivot de croissance le phénomène bien connu de chômage déguisé qui semble offrir d'intéressantes potentialités dans la mise en œuvre d'un démarrage toujours problématique. Il importe cependant de rester sur ses gardes dans l'utilisation opérationnelle de ce concept car d'une part il n'a pas encore donné lieu à une analyse théorique décisive qui ferait l'unanimité parmi les auteurs, et d'autre part l'expérience a prouvé combien il demeure difficile d'absorber les chômeurs « invisibles » dans des activités réellement productives. Plusieurs voies sont certes possibles mais toutes doivent néanmoins supporter le coût social du chômage occulte : on s'aperçoit alors que le secteur urbain qui recueille les surplus de population agricole entretient des rapports étroits avec l'agriculture traditionnelle.
