Cependant, le rôle de l'information reste limité, non seulement à cause de ses lacunes actuelles, mais aussi par le peu de certitude qu'elle donne à l'agriculteur. . La planification, par son caractère d'engagement, semble mieux répondre aux besoins des agriculteurs ; ceux-ci devraient participer à l'élaboration du Plan.
