Abstract

[eng] Sovereign Wealth Funds and Global Imbalances . Much of the debate on sovereign wealth funds (SWFs) has focused on political questions : do they reintroduce the failings of public ownership into market economies by the back door ? will SWFs use their ownership rights ta pursue political ends ? and will resistance to foreign ownership lead to . a new wave of protectionism ? In this article, the author concentrates on some economic issues : why have they become so prominent recently ? how does that relate to imbalances in the world economy ? how are they affecting financial markets and what are the policy implications of their growth ? . JEL Classification : F21, F30, F32 [fre] Le débat sur les fonds souverains est en grande partie centré sur des questions politiques : ces fonds servent-ils d'excuse pour réintroduire des politiques de nationalisation, et les échecs qu'on leur connaît, connaît, dans les économies de marché ? Utiliseront-ils leurs prises de participation à des fins politiques ? et la fermeture aux investissements étrangers se soldera-t-elle par une nouvelle vague de protectionnisme ? Dans cet article, on se concentre sur des questions d'ordre économique : pourquoi l'importance des fonds souverains s'est-elle à ce point accrue ces dernières années ? Quelle est La relation entre ces fonds et les déséquilibres de l'économie mondiale ?
