Abstract

[fre] En février 2003, Ben S. Bernanke, qui n’était pas encore président de la FRB (Federal Reserve Bank), déclarait à l’université d’État de Saint-Cloud dans le Minnesota que, malgré quelques excès, les crédits habitat au segment de clientèle dit « subprime » lancés dans les années 1990 étaient à encourager puisqu’ils permettaient l’accession à la propriété de catégories de la population qui jusque-là n’y avaient pas accès. Comme quoi, telle la langue d’Ésope, le « subprime » peut être la meilleure ou la pire des choses. D’ailleurs, y avait-il quelque chose à en redouter ? Dans son Global Financial Stability Report d’avril 2007, le Fonds monétaire international (FMI) n’écrivait-il pas que les « stress tests » les plus sévères montraient que, même dans le cas de baisses de prix de l’immobilier dans des proportions historiquement inconnues, aucun investisseur en crédits titrisés n’aurait à supporter de pertes significatives ? Il concluait alors qu’un choc majeur en ce domaine avait une faible probabilité de se produire. Plus sérieusement, la crise financière - qui a débuté dès 2005 aux États-Unis et a atteint l’Europe au cours de l’été 2007 - est-elle susceptible de modifier, sur le marché des particuliers, l’équilibre concurrentiel qui s’est établi en France depuis la fin du siècle dernier entre groupes bancaires et assureurs traditionnels ? Prétendre pouvoir répondre dès maintenant à cette question, alors que ladite crise est sans doute assez loin d’être terminée, présente certains risques. À tout le moins, la tentative de réponse doit être formulée avec prudence.
