Abstract

[fre] Dès l’origine, la politique de la concurrence fut au coeur de la dynamique de construction du marché unique européen fondé sur la libre circulation des biens, des services, des hommes et des capitaux. Cet article met en perspective historique l’évolution de la politique de la concurrence communautaire, de ses instruments et de ses objectifs depuis le Traité de Rome et insiste, en particulier, sur la relance du projet de 1957 impulsée par la politique du Marché unique à partir du milieu des années 1980. Il présente également les réformes introduites au cours des dernières années pour améliorer le fonctionnement du Marché unique et accroître l’efficacité de la politique de la concurrence. Enfin, il dresse un bilan mitigé de cette politique en soulignant ses succès et en formulant des critiques sur sa conduite tout en esquissant les perspectives pour les années à venir. . From the beginning, competition policy was a core concern in the creation of a Single European Market founded on the principle of free movement of goods, services, people and capital. This article covers the historical development of the policy on competition in the Community, its instruments and objectives dating back to the Treaty of Rome, and especially the re-launching of the 1957 project driven by the Single Market policy beginning in the mid-1980s. It also presents the reforms that have been introduced in recent years to improve the operation of the Single Market and the effectiveness of competition policy. Lastly, it draws mixed conclusions regarding European competition policy, pointing out its successes and offering criticisms of its operation, and outlines the prospects for the years to come. .
