Abstract

[fre] Cet article jette un regard rétrospectif sur les débats qui ont précédé l’introduction de l’euro et met en lumière les différentes conceptions des relations entre monnaie unique et union politique qui se sont manifestées au cours de la période de gestation du projet de monnaie unique. D’abord, selon la « théorie du ferment », la monnaie unique constituait un pas décisif vers l’union politique. En revanche, la « théorie du parallélisme » considérait qu’instaurer la monnaie unique sans un degré suffisant d’union politique était mettre la charrue avant les boeufs et se terminerait sur un échec. Enfin, l’approche de « l’impulsion machiavélique » considérait que l’union monétaire était un moyen d’intégration économique et financière, à lui seul utile et de bon sens, mais dont la mise en oeuvre demandait cependant une forte impulsion politique. . This article takes a retrospective look at the debates that preceded the introduction of the euro and sheds light on the various perceptions of the relationships between single currency and political union which arose at the time the single currency project was taking shape. On the one hand, according to the « ferment theory », the adoption of a single currency constituted a major step towards the establishment of a European political union. On the other hand, the « concurrency theory » put forth that adopting a single currency before establishing the necessary degree of political union was equivalent to putting the cart before the horse. Finally, the « Machiavellian impulse theory » held that the monetary union was a means to economic and financial integration in and of itself, but that its implementation nevertheless required solid political backing. .
