Abstract

[fre] Dans cet entretien, l’ancien président de l’IME rappelle les conditions politiques et techniques qui ont permis la mise en place de l’Union monétaire et la création de la BCE. Il évoque les difficultés apparues lors du rapprochement entre les instruments de politique monétaire des Banques centrales nationales et les voies qui ont été suivies pour les surmonter. Par ailleurs, le choix d’une monnaie unique au lieu d’une monnaie commune est resitué dans le cadre des négociations politiques entre les différents partenaires européens et des logiques qui les sous-tendaient. Enfin, tout en soulignant les succès de l’euro d’un point de vue technique, Alexandre Lamfalussy tente d’expliquer les faibles performances économiques de la zone euro relativement aux États-Unis en insistant sur le manque de coordination des politiques budgétaires nationales et se montre plutôt hostile à une modification des objectifs poursuivis par la BCE. . In this interview, the former president of the EMI explains the political and technical circumstances that led to the creation of the European monetary union and the ECB. He recalls the problems that arose during the process of harmonising the monetary policy instruments implemented by the national central banks and the ways in which these obstacles were overcome. Furthermore, the choice of a single currency instead of a common currency is explained in the context of the political negotiations that took place between the different European partners, as are the arguments underpinning both choices. Lastly, while highlighting the Euro’s technical success, Lamfalussy attempts to explain the Euro Zone’s weak performances compared to the United States, focusing in particular on the lack of coordination in national budget policies, and expresses a decidedly hostile view towards any changes to the ECB’s targets. .
