La construction d’un marché financier intégré : le rôle du Parlement européen

Abstract

[fre] Après le passage à l’euro, la construction d’un marché financier intégré s’est imposée par la force des choses. La question était alors : comment élaborer une réglementation dans ce domaine important pour le fonctionnement global de l’économie en tenant compte de ses enjeux particuliers, à savoir une grande complexité et la difficulté d’en faire un sujet de débat susceptible d’intéresser le grand public. L’évolution du rôle du Parlement européen dans la construction d’un marché financier intégré aura, à ce titre, servi d’aiguillon pour, à terme, renforcer le rôle de l’institution dans d’autres domaines. La procédure Lamfalussy remplit donc en partie les objectifs - notamment en termes de transparence - qui avaient présidé à sa création, mais laisse inachevée la question du contrôle démocratique. C’est sur cette base que le Parlement européen a adopté les principaux textes aujourd’hui en cours d’application dans les États membres. . After the introduction of the euro, the construction of an integrated financial market was obviously essential. Thus, the question was : how to work out a regulation in this field which is so important for the whole economy, regarding to its particular stakes, which is a great complexity and the difficulty to make it a subject of debate likely to interest general public. In that point of view, the growth of the European Parliament role in the integrated financial market led to reinforce the institution role on other fields. The selected approach, the Lamfalussy process, achieves for a part the goals - in particular in term of transparency - that has chaired its creation, but keeps unachieved the question of democratic control. It is on that base that the European Parliament adopted the main texts, which are nowadays in time to be applied in the Member States. . JEL classification : F36, G18, G28
