Abstract

[fre] Que l’on soit dans le cas du développement spontané, en rattrapage, ou de l’aménagement volontariste, en préalable, la question est de savoir qui finance les équipements publics : les budgets des collectivités, c’est-à-dire, le contribuable ? ou les bénéficiaires des dits équipements : les usagers, les constructeurs ou les propriétaires, ces derniers voyant leurs biens augmenter de valeur avec ces équipements ? Dans ce domaine, un principe résulte implicitement de la loi : « à équipements publics, argent public ». Toutefois, dans certains cas décrits par cet article, il se peut qu’une participation soit demandée aux bénéficiaires de l’aménagement public. . Classification JEL : H41, H54, R53 [eng] Who finances urban development, the taxpayer or the beneficiary ? . Before determining if urban development is spontaneous, planned or due to catching up episodes, the question is to know who finances public facilities : the budgets of local government, that is to say the taxpayer ; or the beneficiaries of these facilities - the users, the constructors or the owners who benefit from an increased value of their property with these facilities ? Concerning public facilities, a principle results implicitly from law : « public facilities, public funds ». Nevertheless, sometimes contribution can be paid by beneficiaries of public facilities. .
