Abstract

[fre] Les modalités de redistribution fiscale à l’intérieur des structures intercommunales à Taxe professionnelle unique sont extrêmement variables et elles ne peuvent être appréciées qu’en fonction des caractéristiques des communes qui composent ces intercommunalités ; dès lors, se poser la question de l’optimum redistributif à l’intérieur des frontières d’un Établissement public de coopération intercommunale, impose de s’interroger sur la façon dont ces frontières ont été tracées. Ce n’est qu’après avoir évoqué les différentes façons d’opérer un regroupement intercommunal, en fonction de son extension géographique et des caractéristiques des communes qui le composent, que l’on pourra s’interroger utilement sur les différentes stratégies intercommunales qu’il est possible de mettre en place grâce à une redistribution fiscale appropriée. . Classification JEL : H2, H5, H7, R51, R52 [eng] Cooperation between local governments : what borders ? How to redistribute tax revenues ? . The modalities of fiscal redistribution inside intermunicipal structures with a unique local tax on business vary greatly. They can be appreciated only according to the characteristics of the councils which compose these cooperations between local governments. Then, the question of the optimal redistribution inside borders of a public Establishment of intermunicipal collaboration raises and forces to wonder about the borders’ pattern. This article deals with the different structures of a cooperation between local governments according to its geographical extension and the characteristics of councils that compose it. Then, the author wonders about different cooperation strategies which it is possible to set up thanks to an appropriate fiscal redistribution. . JEL classification : H2, H5, H7, R51, R52
