Finances locales, finances de l’État et financement de la ville

Abstract

[fre] Deux évolutions principales affectent le financement de la ville depuis la décentralisation. La première correspond à la réduction de la fiscalité locale compensée par l’augmentation des concours de l’État et la seconde au développement de l’intercommunalité. Toutefois, ni la substitution, ni la mutualisation des sources de financement ne corrigent totalement les dysfonctionnements fiscaux ou territoriaux des agglomérations. . Classification JEL : D7, H7 [eng] Local taxes, central government taxes and financing of cities . The financing of cities changed in two main aspects since the devolution in 1982. First local tax revenues were reduced by the central government and local governments received instead grants. Second, cooperation between local governments developed a lot. Although these changes improved quite significantly the situation, the financing of cities still suffers from major drawbacks. . JEL classification : D7, H7
