Éléments essentiels pour une bonne gestion du risque opérationnel

Abstract

[eng] Essential elements for a good operational risk management . By including operational risks on the whole of risks taken into account in the minimum capital requirements, the Basel 2 reform highlights the most known risks, since they always affected any activity and any firm. The analysis of implements suggested by regulations gives opportunity to wonder about the efficiency of tools already implemented by banks. This allows to explain that operational risks were always taken into account by banks. Basel 2 is so an opportunity to deeply analyse a systematic and global approach of operational risk. This analysis allows to draw consequences for the « risks sectors » organization, measurement tools, monitoring of risk and risk/reward approach, as for other types of risks. . Classification JEL : G21, G28, K23 [fre] En incluant les risques opérationnels dans l’ensemble des risques donnant lieu au calcul d’une exigence de capital réglementaire, la réforme Bâle II a placé sous les feux de la rampe les plus anciens risques connus, puisqu’ils ont toujours affecté toute activité et toute entreprise. L’étude des dispositifs proposés par les textes réglementaires offre ainsi l’opportunité de s’interroger sur l’efficacité des moyens déjà mis en oeuvre par les établissements bancaires en la matière. Ceci permet bien souvent de rappeler que les risques opérationnels ont toujours été pris en compte par les établissements. En fait, Bâle II est l’occasion de mener une réflexion en profondeur, réflexion visant à systématiser et globaliser l’approche du risque opérationnel afin d’en tirer les conséquences en termes d’organisation de la filière « risques », d’outils de mesure et de suivi du risque, in fine d’approche risk/reward, comme pour les autres types de risques. .
