Avenir des Bourses : les attentes des émetteurs

Abstract

[fre] L’existence d’une Place boursière paneuropéenne pourrait être bénéfique pour tous ses usagers, à condition que leurs préoccupations soient prises en compte. Le caractère quasi public des services rendus par les Bourses doit être préservé tant dans l’intérêt des émetteurs, des investisseurs que des intermédiaires. Entre autres, la compétitivité des prix est un sujet d’inquiétude, de même que la liquidité, en particulier pour les petites et moyennes entreprises. Les transactions et opérations devraient s’effectuer dans une plus grande transparence. Il en va de même pour la détermination des indices, pour laquelle les émetteurs devraient avoir voix au chapitre. La Bourse consolidée nécessiterait un cadre réglementaire et de surveillance clair au niveau européen, en particulier pour les services de post-trading, de façon à ne pas menacer la stabilité des marchés financiers, ni la réussite de leur intégration. Les émetteurs doivent être activement impliqués dans ce processus. . Classification JEL : F36, G15, G18, G28 [eng] The future of stock exchanges : how issuers look at it ? . As major stakeholders in stock exchanges, issuers are closely watching where recent developments will lead to. A Pan-European stock exchange could be beneficial to all its users, provided that their concerns be addressed. The exchange’s quasi public service function must be preserved in the interest of issuers, investors and intermediaries alike. Competitive pricing is, among others, an issue. So is liquidity, especially for mid and small caps. More transparency should reign in operations and transactions. The same goes for indices setting, where issuers should get a say. A consolidated stock exchange would be in want of a clear European regulatory and supervisory framework, especially for post-trading services, so as not to endanger the stability and successful integration of financial markets.
