Abstract

[eng] EU enlargement : what budget for common policies ? . The European enlargement to 25 members marks a major break with history. Ten years after the fall of the Iron Curtain, it represents the end of the European continent's division in two opposing blocs. This enlargement implies European governance changes to prevent institutional paralysis : with the enlargement, the European Union has to integrate once more new members since it was created in 1958. The author tries to analyse if this new European step will boost the economic growth. This analysis deals with the evolution of common European policies and with their financing. . JEL classifications : F36, F42, F43, P35 [fre] L'élargissement de l'Europe à 25 marque avant tout une rupture historique majeure. À peine plus de 10 ans après la chute du rideau de fer, il consacre la fin de la partition du continent en deux blocs antagoniques. Au plan organisationnel, cet élargissement implique des modifications du mode de gouvernance européen si on veut éviter une paralysie des institutions : avec l'élargissement à 25, l'Union européenne intègre en une seule fois plus de nouveaux membres qu'elle n'en a historiquement accueillis depuis sa création en 1958. Au plan économique, la question de fond est de savoir si cette nouvelle étape de la construction européenne est susceptible, cette fois-ci, de redonner un peu de tonus à la croissance européenne. Ceci pose notamment la question de l'évolution des politiques communes et de leur mode de financement. C'est à ces questions que l'auteur tente de répondre dans cet article. .
