Abstract

[fre] Le cadre d'analyse des réformes des systèmes de retraite aborde les multiples aspects de l'argumentaire économique qui articule les réflexions sur le contenu des réformes des régimes publics de retraite. Il permet de montrer la complexité du processus de décision et les arbitrages successifs que sont amenés à rendre les gouvernements pour mener rapidement à leur terme les réformes entreprises. Quatre thèmes sont examinés : la relation entre les principales évolutions démographiques et le pilotage des régimes de retraite, les principaux débats économiques, en particulier la question de la « privatisation » des régimes publics de retraite, les fonctions des régimes de retraite en tant qu'institutions organisées pour partager et mutualiser les risques sur les revenus, les objectifs et les principes des réformes des systèmes de retraite. . The analysis framework of pension system reforms enters upon the multiple views of the economic argumentation that articulates the thoughts on the terms of pension reforms. It allows to point out the complexity of the decision process and the successive trade-offs taken by the governments to bring reforms to an end. Four topics are examined : the link between the main demographic evolutions and the regulation of pension schemes, the main economic debates, in particular the question of « privatization » of the public pension schemes, the organisation of pension schemes to share and mutualize the income risks, the objectives and the principles of the pension system reforms. .
