L’énergie contrainte par l’environnement et la finance

Abstract

[eng] Energy constrained by the environment and by finance . The links between energy, the environment and finance assume a major strategic and political importance. Today, we can summarise the stance of energy companies in the following manner : « we are not in a position to say whether climatic change is a scientific reality but our customers our now requesting that the environment be respected and it is our duty to respond ». From the side of citizens-consumers, the awareness of environmental problems has highlighted a contradiction between the desire to consume cheap energy and at the same time to oppose the installation of new production capacities. First of all we examine this contradiction and then move on to analyse the financial constraints that this situation engenders and finally we study to what extent any political intervention can be justified in order to highlight this contradiction. . JEL classifications : Q01, Q40 [fre] Les relations entre l’énergie, l’environnement et la finance revêtent une importance stratégique et politique majeure. Aujourd’hui, nous pouvons résumer la position des entreprises de l’énergie de la façon suivante : « nous ne sommes pas en mesure de dire si le changement climatique est une réalité scientifique mais nos clients ont maintenant une demande de respect de l’environnement à laquelle notre devoir est de répondre ». Du côté des citoyens consommateurs, la prise de conscience des problèmes d’environnement a fait surgir une contradiction entre le désir de consommer de l’énergie bon marché et de s’opposer en même temps à l’implantation de capacités de production nouvelles. Nous examinons d’abord cette contradiction, analysons ensuite les contraintes de financement qu’elle entraîne et étudions enfin comment l’on peut justifier une intervention politique pour lever la contradiction. .
