Les politiques étatiques et firmes multinationales du secteur automobile

Abstract

[fre] L'objet de cet article est de présenter une analyse des influences bilatérales entre les politiques étatiques nord-américaines et européennes et les stratégies des firmes multinationales dans le cadre restreint du secteur automobile. L'étude, fondée sur l'identification des facteurs déterminants du phénomène de globalisation du secteur automobile, propose un examen des répercussions de ce processus dans le domaine de la stratégie internationale des constructeurs automobiles et précise ses implications en matière de politiques commerciales. Sur cette base, sont analysées les différentes logiques comportementales de multinationalisation des firmes (stratégies multinationales et stratégies globales) eu égard à la perception du contexte concurrentiel dans lequel les acteurs évoluent. Mais l'environnement et les orientations stratégiques des producteurs automobiles peuvent être modelés par l'attitude des pouvoirs publics en matière d'attraction/réglementation des investissements directs étrangers (IDE) ; politiques étatiques des investissements étrangers qui demeurent d'ailleurs en quête de fondement. [eng] Based on a study of the automobile industry, this paper attempts to explain the bilateral influences between north-american and european states' policies and strategies of multinational firms. Considering the determining factors of the automobile industry's globalisation, the article proposes to identify the implications of this process on automobile makers' international strategies and concerning commercial policies. On this way, it's possible to specify the different logics of firms' multinationalisation (multinational strategies and global strategies) in a view of the perception of the competitive "area" in which enterprises are moving. However, public authorities' behaviour concerning foreign direct investment's attraction - regulation can shape competitive environment and strategic choices of car makers ; but it seems that foreign investments' government policies still remain in search of foundation.
