Abstract

[fre] L'article analyse comment s'opère l'ouverture à la concurrence dans deux secteurs de services publics qui sont par ailleurs des industries de réseaux: les télécommunications et l'électricité. Il s'agit de deux cas permettant d'observer, expérimentalement, dans quelle mesure les nouvelles technologies favorisent ou non la concurrence. La thèse centrale est que les firmes existantes sont susceptibles d'utiliser leurs pouvoirs pour contrôler la situation et la technologie, en particulier sur la base de stratégies de discrimination de prix et de fusion. Et les agences anti-trust ne sont pas en mesure de combattre efficacement la position dominante dans ces domaines. [eng] The paper analyzes the opening up of markets to competition in two regulated-utility markets with network-based technology. These allow for, experimentally, observing whether the new technologies are under indeed promoting competition. The central thesis is that the incumbent firms appear able to control the situation and the technology, mainly on the basic of price discrimination and merger strategies. And antitrust agencies do not seem able to effectively prevent market dominance.
