Prix, circuits de distribution et la variabilité des parts de marché en fonction de l'intensité de la réglementation : une analyse économétrique des marchés d'assurances d'Europe

Abstract

[eng] Taking into account cost factors such as the mortality and the interest rate it is shown that the insurance premiums are 76% higher in countries with pervasive and strict government regulation. Thus, the consumer pays a high price for regulatory interventions. Moreover, these interventions tend to decrease the information supplied to consumers by information intermediaries ; tied agents dominate in highly regulated markets, whereas brokers and pultiple agents hold large markets shares in less regulated markets. Finally, it is shown that markets shares tend to be more stable in highly regulated markets, while market share variability tends to be high in unregulated markets. Hence, regulation reduces competition. [fre] Après avoir tenu compte des facteurs de coûts les plus importants (tels la mortalité, l'intérêt) on constate que les pays avec une forte réglementation ont des primes supérieures de 76%. Les mesures de réglementation coûtent cher au consommateur. Également, les mesures de réglementation ont l'effet d'une réduction de l'offre des conseils impartiaux par les circuits de distribution. Enfin il est démontré que les mesures de réglementation diminuent la variabilité des parts de marché. Donc les réglementations freinent la concurrence.
