Abstract

[fre] Le mouvement de privatisation n'a pas le caractère inéluctable et universel qu'on lui prête. Il dépend de l'existence d'un marché privé des capitaux suffisamment dynamique ou protégé pour se substituer aux financements publics, comme le montre l'évolution actuelle de la bourse.. Les méthodes d'introduction en bourse utilisées en France témoignent de la nécessité de sous-évaluer les prix de vente pour favoriser l'absorption instantanée de masses importantes de titres par des marchés insuffisamment développés.. Le mécanisme des groupes d'actionnaires stables, conçus pour protéger la direction des entreprises des conséquences de l'ouverture du capital, est fragile.. Les opérations de privatisation, menées dans le but de soulager les agents économiques d'une partie du poids de la politique monétaire suivie dans le cadre européen, ont pour conséquence d'en entretenir les effets pervers. Enfin, les contraintes budgétaires ne sont desserrées que de manière transitoire par les privatisations, alors que les entreprises vendues restent dépendantes de l'aide de l'État. [eng] The policy of privatisation does not have the extend often mentioned. It depends on the existence of financial markets dynamic or protected enough to a substitute to state funding, as shown today by the crisis of the stock-markets.. The methods of flotation used in France underline the need to underestimate the sale price to favour the absorption of a big quantity of shares by the markets.. The mechanism of the « stable shareholders », promoted to protect the management of the firms against intruders' agressions, is quite fragile. The french privatisers intended to help the economy to carry the weight of the restrictive monetary policy dictated by the EMS. In fact, the privatisations tighten these constraints.
