Abstract

[fre] La politique du commerce extérieur est souvent présentée comme le prolongement de la politique industrielle, proposition qui suppose une convergence entre les deux sphères d'intervention. L'exemple français montre qu'il n'en a rien été. Cette absence de cohérence a, selon nous, deux origines. D'une part, les actions sur les flux de marchandises ont longtemps constitué un substitut partiel à une politique industrielle incapable de desserrer la contrainte extérieure, d'autre part, les objectifs des pouvoirs publics n'ont pas entraîné l'adhésion des décisions privées. Le présent travail a pour objet d'analyser l'évolution des formes d'intervention sur le commerce extérieur depuis le VIe Plan ainsi que leurs liens avec la politique industrielle. La rupture instaurée par le Plan Intérimaire était déjà perceptible dès les travaux préparatoires du VIIIe Plan. On the other hand, the objectives of the Authorities failed in involving adhesion from private decisions. Our purpose is to analyse the evolution of intervention procedures upon foreign Tade policy since the VIth Plan, together whith their links with industrial policy. The break set up by the Plan Interimaire was already noticeable in the VIIIth Plan proceedings. Henceforth, measures upon foreign trade are supposed to be complementary parts of a new previously defined industrial strategy.
