Les projections régionales de population 2005-2030 : concentration au Sud et à l'Ouest et intensité variable du vieillissement - le double impact des échanges migratoires

Abstract

[spa] Las proyecciones regionales de población 2005-2030: Concentración en el sur y el oeste e intensificación variable del envejecimiento: el doble impacto de los intercambios migratorios . . Según un escenario que reconduce las tendencias demográficas recientes (escenario central), la pobla ción metropolitana aumentaría de más del 10 % de aquí a 2030 y seguiría concentrándose en las regiones meridionales y occidentales, en detrimento de algunas regiones del Centro y el Noreste, donde la población bajaría. Las migraciones que, según las regiones acen túan o mitigan las evoluciones demográficas, también afectan al envejecimiento de la población, lenificán dola o acelerándola en función del perfil por edades de los emigrantes. En Isla de Francia, este envejecimiento estaría atenuado considerablemente por un fuerte excedente migratorio en menos de 30 años y un défi cit pronunciado de las edades de jubilación. En Baja Normandía y en Borgoña, por ejemplo, donde estos fenómenos son inversos, los flujos migratorios acen tuarían el envejecimiento. Integrando las evoluciones demográficas recientes, estas nuevas proyecciones realzan en general las pobla ciones regionales con respecto a las viejas. Es parti cularmente evidente en Lemosín, Pirineos Centrales y Poitou-Charentes, que han registrado las mayores inflexiones demográficas durante los últimos años, con una fecundidad en clara alza junto con una pronunciada recuperación de atractividad migratoria. Al revés que el Centro, Picardía y Alta Normandía, siendo las únicas regiones para las cuales las nuevas proyecciones se contraen con respecto a las precedentes. Nach einem Szenario, bei dem die jüngsten demo¬ grafischen Trends zugrunde gelegt werden (zentrales Szenario) würde die Bevölkerung von Kontinentalfrankreich bis 2030 um über 10 % zunehmen und dieses Wachstum sich auch künftig auf die südlichen und westlichen Regionen konzentrieren, was zu Lasten der Regionen in Zentralund Nordostfrankreich ginge, wo die Bevölkerungszahl sinken würde. Auch die Migration, die je nach den Regionen die demo¬ grafischen Entwicklungen verstärken oder bremsen würde, wirkt sich auf die Alterung der Bevölkerung aus, die sie je nach Alter der Migranten beschleunigen oder verlangsamen würde. In der Pariser Region würde diese Alterung vor 30 Jahren durch einen starken Migrationsüberschuss und ein hohes Defizit an Personen im Rentenalter erheblich verlangsamt. In der Unteren Normandie und in Burgund beispielsweise, wo gegenläufige Entwicklungen vonstatten gehen, würden die Migrationsströme die Alterung verstärken. Unter Berücksichtigung der jüngsten Entwicklungen ist diesen neuen Vorausschätzungen zu entnehmen, dass die Bevölkerung in den Regionen gegenüber den frühe¬ ren Vorausschätzungen generell wächst. Insbesondere gilt dies für die Regionen Limousin, Midi-Pyrénées und Poitou-Charentes, in denen aufgrund einer deut¬ lichen Zunahme der Fertilität und der Attraktivität für Migranten in den letzten Jahren der stärkste demogra¬ fische Wandel zu verzeichnen war. Dagegen sind das Zentrum, die Picardie und die Obere Normandie die ein¬ zigen Regionen, für die die neuen Vorausschätzungen unter den früheren liegen. [eng] Regional Population Projections 2005-2030 Concentration in the South and West and the Varying Intensity of Ageing: the Double Impact of Migratory Exchanges . . Assuming that recent demographic trends continue (general scenario), between now and 2030 the popula¬ tion of mainland France will increase by more than 10 % and will stay concentrated in the south and west of the country, to the detriment of central and north-eastern regions, where the population will fall. Migration, which intensifies or tempers demographic changes in each region, also has an impact on the ageing of the popula¬ tion, slowing down or speeding up demographic shifts depending on the migrants'age profile. In the Île-deFrance region (around Paris), the ageing of the popula¬ tion will be considerably slowed by a strong migratory surplus of under 30s and a marked deficit of retirementage people while in Lower Normandy and Burgundy, for example, where the opposite is occurring, migratory flows will intensify the ageing process. Taking into account recent demographic changes, these new projections generally forecast an increase in regional populations compared with previous projec¬ tions. This is particularly clear in the Limousin, MidiPyrénées and Poitou-Charentes, which have recorded the most dramatic demographic shifts in recent years, with a clear increase in fertility combined with their becoming once again highly-attractive migration des¬ tinations. Conversely, the Centre, Picardy and Upper Normandy are the only regions for which the new pro¬ jections are lower than the previous ones. Les migrations, qui, selon les régions, accen¬ tuent ou tempèrent les évolutions démographiques, ont également un impact sur le vieillissement de la popula¬ tion, qu'elles ralentissent ou accélèrent en fonction du profil par âge des migrants. En Île-de-France, ce vieillis sement serait considérablement ralenti par un fort excé dent migratoire avant 30 ans et un déficit prononcé aux âges de la retraite. En Basse-Normandie et en Bourgo gne, par exemple, où ces phénomènes sont inverses, les flux migratoires accentueraient le vieillissement. Intégrant les évolutions démographiques récentes, ces nouvelles projections rehaussent en général les popu¬ lations régionales par rapport aux anciennes. C'est particulièrement net en Limousin, en Midi-Pyrénées et en Poitou-Charentes, qui ont enregistré les plus for tes inflexions démographiques au cours des dernières années, avec une fécondité en nette hausse conjuguée à un regain d'attractivité migratoire prononcé. À l'inver se, le Centre, la Picardie et la Haute-Normandie sont les seules régions pour lesquelles les nouvelles projections sont en retrait par rapport aux précédentes.
