Abstract

[ger] LâBt sich Armut messen? . Bei der Messung der Armut stôBt man auf die gleichen Schwierigkeiten wie bei der Untersuchung der Ungleichheit: Heterogenitât der individuellen Situationen, Vielfalt der Bedùrfnisse und der Pràferenzen. MuB die Messung dies berùcksichtigen? Falls ja, wie? Mu8 sie aile Elemente der Lebensweise oder lediglich bestimmte grundlegende Gùter heranziehen? Hinzu kommen die Fragen im ZusammenhangmitderBesonderheitderVerhaltensweisen . der Bevôlkerungsgruppen am unteren Ende der Skala oder hinsichtlich der Dauerhaftigkeit der Situationen. Die Existenz dieser Besonderheiten mûBte fur die Wahl der zu berùcksichtigenden absoluten oder relativen Armutsgrenze und fur ihre Definition ausschlaggebend sein. Die Erkenntnisse der normativen Wirtschaftswissenschaft ermôglichen eine Einstufung der Beitràge und der Grenzen der klassischen Studien ùber die Armut. [spa] Medir la pobreza? . La mediciôn de la pobreza se choca con los mismos problemas que el estudio de las desigualdades : la heterogeneidad de las situaciones individuales, la diversidad de las necesidades y de las preferencias. Debe esta tomar en cuenta todos los elementos del modo de vida o solo unos cuantos bienes fundamentals? A esta pregunta se anaden otras relacionadas con la especificidad . de los comportamientos de las poblaciones desfavorecidas o con lo duradero de las situaciones. La existencia de esas particularidades deberîa condicionar la elecciôn del umbral a escoger, absoluto o relative y su definiciôn. Las ensenanzas de la economîa normativa permiten situar las aportaciones y los limites de los estudios clâsicos sobre la pobreza. [eng] Measuring Poverty? . Measuring poverty entails the same problems as studying inequality: the range of individual situations and the diversity of needs and preferences. Should they be taken into account and, if so, how? Should all the lifestyle elements be taken into consideration or solely certain basic goods? Moreover, there are the questions concerning the specific behavioural patterns of population groups at the bottom of the scale and the sustainability of the situations. These particularities should condition the choice of level, absolute or relative, and its definition. Normative economics can be used to determine the contributions and limits of classical studies on poverty. [fre] Mesurer la pauvreté ? . La mesure de la pauvreté se heurte aux mêmes problèmes que l'étude de l'inégalité : l'hétérogénéité des situations individuelles, la diversité des besoins et des préférences. Doit- elle en tenir compte, et si oui, comment ? Doit-elle prendre en considération tous les éléments du mode de vie ou seulement certains biens fondamentaux ? S'ajoutent des rogations liées à la spécificité des comportements des populations en bas de l'échelle ou à la durabilité des situations. Lexistence de ces particularités devrait conditionner le choix du seuil à retenir, absolu ou relatif, et sa définition. Les acquis de l'économie normative permettent de situer les apports et les limites des études classiques sur la pauvreté.
