Abstract

[fre] De la location à la propriété : le parc de logements se redistribue . Au cours du temps, les logements vieillissent et les moins confortables ou les plus mal situés restent inoccupés ou finissent par disparaître. Le parc locatif privé est particulièrement concerné par ce phénomène : sur les 430 000 résidences principales qui ont, entre 1984 et 1988, perdu leur usage d'habitation, 220 000 étaient des locations du secteur libre. . Le parc locatif privé ne se renouvelle que lentement. Les propriétaires occupants sont dix fois plus nombreux que les investisseurs à avoir acheté un logement neuf. Dans l'ancien, les particuliers se désengagent : 140 000 logements sont ainsi passés, entre 1 984 et 1 988, de la location privée à la propriété. . 72 000 logements neufs destinés à la location libre, c'est trop peu pour assurer le renouvellement du secteur ; mais les sorties devraient se ralentir : à ce rythme, en effet, la plupart des logements vraiment inconfortables seront inutilisés dans quinze ans. Néanmoins, la diminution du parc locatif privé peut se poursuivre aussi longtemps que l'épargne des ménages s'orientera vers d'autres formes de placements y compris d'ailleurs vers le financement de leurs propres logements. [eng] From Renting to Owning: the Redistribution of Housing. With the passage of years, dwellings age and the least comfortable or the most badly-located units remain empty or disappear. Private rented housing stock is particularly affected by this phenomenon: out of the 430,000 main residences which disappeared between 1984 and 1988, 220,000 were rentals from the private sector. . Private rented housing stock renews itself only slowly. Owner-occupiers are ten times as numerous as investors who purchase new dwellings. In old housing stock, private lendlords are becoming less involved: thus 140,000 housing units were transferred from private rentals to ownership between 1984 and 1988. . 72,000 new dwellings destined for private renting are not sufficient to ensure the renewal of the sector; but the disappearance of units should slow down: at the present rate most of the dwellings which are really uncomfortable will not be used in fifteen years. However, the decrease in private rented housing stock can continue as long as households savings will go to other types of investment, among which the financing of owner-occupied dwellings.
