Abstract

[fre] Paris a longtemps été une ville de locataires malgré les revenus élevés et croissants de ses habitants qui sembleraient les vouer plutôt au statut de propriétaire occupant. . A cela trois raisons : la très grande médiocrité d'une fraction du parc, ancienne, exiguë, inconfortable et affectée à des ménages à faibles ressources ; l'offre, par définition locative, des personnes morales (HLM et autres) ; et enfin, la possession par des personnes physiques de leur logement d'immeubles entièrement locatifs. . Or, il semble qu'une mutation profonde soit en train de se produire sous de multiples influences : transformations familiales, économiques et sociales ; "normalisation" du confort et de l'équipement des logements ; fractionnement des gros patrimoines locatifs familiaux. Cette mutation s'accompagne d'une hausse rapide des prix et d'un recul de la logique locative au profit de la propriété occupante et de l'hébergement familial. [eng] More and More Parisians Own Their Homes - For a long time, Paris was a city of tenants, in spite of the high and rising incomes of its inhabitants which would seem to predestine them to own the dwellings they occupy. . There are three reasons for this: the very poor quality of part of the available housing which is old, small and uncomfortable and allocated to low-income households; the supply of rentals by such legal entities as HLM (low- rent housing) and others; and buildings which are owned by individuals exclusively for rental purposes. . However, considerable changes seem to be taking place due to various factors: changes in family, economic and social structures; new standards of home comfort and fittingsT and the division of large estates consisting of buildings for rent. This change is accompanied by a rapid rise in prices and a weakening of the arguments to rent in favour of owning one's home or living with one's family. [spa] Un numéro cada vez mayor de parisienses - París ha sido durante mucho tiempo una ciudad constituida sobre todo por inquilinos a pesar de los ingresos elevados y en constante progresión de sus habitantes. Dichos ingresos colocarían más bien a los parisienses en el estatuto de propietarios que ocupan sus inmuebles que en el de inquilinos. Existen tres razones principales que explican este fenómeno : - la gran mediocridad de una fraction del parque de viviendas que es antigua, exigua e inconfortable y esta ocupada por hogares con escasos recursos, - la oferta, por definition, locativa de personas morales (HLM : viviendas de bajo alquiler y otras), - la posesión por personas físicas de inuebles reservados son propietarios de su vivienda . íntegramente al alquiler. . Ahora bien, parece ser que una mutation profunda esta llevándose a cabo, motivada por multiples influencias : transformations familiares económicas y sociales, "normalización" del confort y del equipamiento de las viviendas y fraccionamiento de importantes patrimonios familiares locativos. Esta mutation va acompanada por un alza considerable de los precios y por una transformation de la estrategia de tipo locativo a favor de otra caracterizada por la ocupación de la vivienda por el propietario o por su familia.
