Salariés de l'État, salariés des collectivités territoriales : deux mondes

Abstract

[spa] Asalariados estatales y asalariados de las colectividades territoriales. Dos mundos - La función pública estatal y la función pública territorial reagrupan la mayoría de los empleos del sector público. Representan por sí solas un 15% de los empleos ocupados y un 17% del salariado. Pero esas tasas son notablemente mâs importantes en ciertas regiones, en especial, en el sur de Francia. Estos dos mundos se complementan en el piano de los servicios prestados sin ser directamente competitivos en el mercado laboral. La "geografía" de la función pública territorial se aproxima de la "geografía poblacional" ; la de la función pública estatal esta, sobre todo, calcada sobre la concentración del salariado en las grandes ciudades. . Cada una de esas dos esferas responde a necesidades diferentes y posee su propia lógica de funcionamiento: desempenéndose en la mayoría de los casos en la administración o en la docencia, los asalariados estatales son muy frecuentemente calificados. Los asalariados de la colectividades locales tienen, en su gran mayoría, empleos tecnicos y menos calificados. Los servicios en las colectividades territoriales son globalmente más "femeninos" que los del Estado, los empleos a tiempo parcial son más numerosos y el porcentaje de los no titulares es más elevado. [fre] La Fonction publique d'Etat et la Fonction publique territoriale regroupent la majorité des emplois du secteur public. A elles seules, elles représentent 15 % des emplois occupés et 17 % du salariat. Mais ces taux sont nettement plus importants dans certaines régions, notamment dans le Sud de la France. Ces deux mondes se complètent sur le plan des services rendus, sans être directement concurrents sur le marché du travail. La géographie de la Fonction publique territoriale se rapproche de celle de la population ; celle de la Fonction publique d'Etat est plutôt calquée sur la concentration du salariat dans les grandes villes. Chacune de ces deux sphères répond à des besoins différents et a sa propre logique du fonctionnement : étant pour la plupart dans l'administration ou dans l'enseignement, les salariés de l'Etat sont très souvent qualifiés. Ceux des collectivités locales ont, dans leur grande majorité, des emplois techniques et moins qualifiés. Les services des collectivités territoriales sont globalement plus féminisés que ceux de l'Etat, les emplois à temps partiel y sont plus nombreux et la part des non titulaires plus élevée. [eng] State Employees vs. Regional and Local Employees. Two Different Worlds - The national civil service and regional and local government jobs represent the largest category of employment in the public sector. Together they include 1 5 % of the jobs and 1 7 % of the wage-earners. However, these figures are much higher in certain regions, for instance in the south of France. These two worlds complement one another with respect to the services they provide and are not directly in competition on the labour market. The geographical distribution of regional and local government employees follows that of the general population, where as the geographical distribution of the national civil ser- . vice is more a reflection of the concentration of salaried employment in the large cities. Each of these two spheres meets different needs and operates according to its own internal logic: since most of the state employees are in the civil service or education, they are very often highly skilled. On the other hand, the great majority of the regional and local employees hold technical jobs and are less skilled. The services of regional and local communities, on the whole, employ more women, have more part-time jobs and a higher number of non-tenured workers than those of the state.
