L'industrie face au second choc pétrolier

Abstract

[eng] Industry and the Second Oil Crisis - In 1980, industrial production was stable (+ 0,1 %), as consumption was no longer aggravated by inflationary expectations after the end of the first quarter. For the first time in ten years, the demand of households, especially for cars and ordinary consumer goods, decreased ( — 1,2 %). The intermediate consumption of firms, which, like production, was stable, decreased in relation to the demand. On the other hand, investments since 1978 continued to grow (+ 4,3 % in 1980). Finally, the turnover of stocks varied from one sector to the next : it was low in the industries of intermediate goods, household appliances, and automobiles, but was higher for capital goods and especially for ordinary consumer goods. The recessionary trend was increased by the growth in imports in spite of the unfavorable economic situation, which suggests that there was a loss of competitiveness of French industry. Employment, marked by weak growth, tended to decline in all sectors : — 1,5 % in 1980, and an average rate of — 1,8 % per year since 1978. Pour la première fois depuis dix ans, la demande des ménages, surtout en automobile et biens de consommation courante, décroît ( — 1,2 %). Les consommations intermédiaires des entreprises, stables comme la production, baissent par rapport à l'ensemble de la demande. En revanche les investissements continuent depuis 1978 à se redresser (+ 4,3 % en 1980). Enfin les mouvements de stocks varient selon les secteurs : prudents dans les industries de biens intermédiaires, l'équipement ménager et l'automobile, ils s'accentuent en ce qui concerne les biens d'équipements professionnel et surtout les biens de consommation courante. Venant accentuer le mouvement de récession, les importations progressent malgré le retournement, ce qui laisse supposer une perte de compétitivité de notre industrie. L'emploi, marqué par la faible croissance, a tendance à décroître dans tous les secteurs : — 1,5 % en 1980, en moyenne — 1,8 % par an depuis 1978. Por primera vez desde hace diez años, la demanda de los hogares, mayormente en materia de automóvil y bienes de consumo corriente, decrece en un — 1,2 %. Los consumos intermedios de las empresas, estables como la producción, bajan con relación al conjunto de la demanda. En cambio, la inversion sigue recuperando desde 1978 (un + 4,3 % en 1980). Finalmente, los movimientos de existencias varían según sectores : cautelosos en las industrias de bienes intermedios, equipamiento domestico y automóvil, se van acentuando respecto a bienes de equipo profesional y sobre todo a bienes de consumo corriente. Las importaciones progresan a pesar del cambio acaecido y aumentan el movimiento de recesión, lo cual deja suponer una pérdida de competitividad de nuestra industria. El empleo, el cual se señala por su escaso crecimiento, tiene propension a decrecer en todos los sectores : un — 1,5 % en 1980, en término medio un — 1,8 % al año desde 1978.
