Abstract

[spa] Los empleados publicos en 1976 - En 1976 los servicios civiles del estado empleaban en la metropoli cerca de un asalariado sobre nueve. En total esto representaba 19 millones de personas, de los cuales la mayoría eran cuadros (58,4 %). La progresión de estos efectivos viene sin embargo disminuyendo desde 1975, este débil crecimiento se acorn pana de una disminución de los empleados sin titulo. Esta evolución es mas notoria en ciertos ministerios en particular el mas « grande» : el de la educación nacional. El salario annual promedio de estos empleados del estado era en 1976 de 38 100 francos, siendo en un 19 % mis elevado que en el sector privado; esta situación se explica en grand parte por la proporción relativamente mas elevada de cuadros. La escala de salarios es comparativamente en el sector privado mas estrecha : el 10 % de personas las mejor remuneradas ganaban 2,3 veces mas que el 10 % de las mas desfavorecidas. Como podría esperarse, la antiguedad tiene una gran influencia y las diferencias entre las categorias se acentuan con la edad. En fin la influencia del status es considerable : los sin titulo, entre los cuales se encuentra una mayoría de mujeres, se concentran en la base de la escala. [eng] The Civil Service in 1976 - In 1976, the government civil service in metropolitan France employed nearly one wage-earner out of nine. In all, this represented 1,9 million people, the majority of whom were administrators (58,4 %). The growth rate of the civil service decreased, however, in comparison with 1975 and this weak growth was accompanied by a reduction in the number of non-permanent employees. This trend was great in certain sectors, in particular in the largest of them all, national education. The average yearly salary of government employees in 1976 was 38100 F, that is, 19% higher than in the private sector. This was largely due to the relatively higher proportion of administrators in the public service. The range of salaries was comparatively narrower than in the private sector : the best paid 10% earned 2,3 times more than the lowest 10%. As would be expected, seniority played a major role and the differences among various categories increased with age. Lastly, job status was a key factor : the non-permanent staff, largely women, were concentrated at the bottom of the salary scale. La progression de ces effectifs s'est toutefois ralentie depuis 1975, et cette faible croissance s'accompagne d'une diminution du nombre d'agents non titulaires. Cette évolution est plus sensible dans certains ministères, en particulier le plus « gros » : l'Éducation nationale. Le salaire annuel moyen de ces agents de l'État était en 1976 de 38 100 F, soit 19 % plus élevé que dans le secteur privé; cette situation s'explique en grande partie par la proportion relativement plus élevée de cadres. L'éventail des salaires est, comparativement au privé, plus étroit : les 10% de personnes les mieux rémunérées gagnaient 2,3 fois plus que les 10% des plus défavorisées. Comme on pouvait s'y attendre, l'ancienneté intervient beaucoup et les écarts entre catégories s'accentuent avec l'âge. Enfin l'influence du statut est considérable : les non-titulaires, parmi lesquels on trouve une majorité de femmes, se concentrent au bas de l'échelle.
