Quel avenir pour la démographie du monde rural ?

Abstract

[fre] L'exode rural touche les jeunes, il en résulte un vieillissement de la pyramide des âges de la population vivant à la campagne, qui hypothèque son avenir. Deux scénarios de projection ont été envisagés : le premier correspond à un arrêt des mouvements migratoires dès 1975 et le second au maintien des comportements migratoires de la période 1968-1975. Dans le premier cas, le vieillissement se traduit par une baisse de 2 % de la population rurale de 1975 à 1985, suivie par une légère remontée permise par le rééquilibrage progressif de la pyramide des âges. Mais pour les départements à la fois les plus vieillis et les plus malthusiens d'une partie du sud de la France et du Massif central, la contraction de la population rurale est beaucoup plus sensible jusqu'en 1985 et n'est suivie d'aucune amélioration significative par la suite. La reconduction des comportements migratoires de la dernière période intercensitaire provoquerait une baisse de près de 14 % de la population rurale à l'hoziron 1985. La situation serait particulièrement préoccupante pour une vaste partie du territoire s'étendant du Berry aux Pyrénées où le déclin de la population rurale irait de pair avec une baisse de l'ensemble de la population du département sauf pour les quelques départements abritant un pôle urbain important. En el primer caso, el envejecimiento se traduce en una baja de 2% de la población rural de 1975 a 1985, seguida por un levé aumento permitido por el reequilibrio progresivo de la pirámide de edades. Pero, en el caso de los departamentos a la vez más envejecidos y más malthusianos de una parte del sur de Francía y del Macizo Central, la contracción de la población rural es mucho más sensible hasta 1985 y no es seguida de ninguna mejoría significativa. El mantenimiento de los comportamientos migratorios del ultimo perfodo inter-censatario provocaría una baja de casi 14 por ciento de la población rural en el horizonte de 1985. La situación sería especialmente inquietante para una vasta parte del territorio que se extiende del Berry a los Pirineos, dónde la declinación de la población rural iría emparejada con una baja del conjunto de la población del departamento, salvo para los departamentos que poseen un polo urbano importante. [eng] The Future of the Rural Population - The rural exodus primarily effects young people, with the result that the age pyramid of the population living in the country is growing successively older and its future is in doubt. Two broad forecast possibilities have been considered : firstly, that the migratory trend will have stopped by 1975 or, secondly, that it will have continued as during the 1968-1975 period. In the first case, the aging of the rural population would result in a decrease of 2% from 1975 to 1985, followed by a slight increase due to the progressive restoration of the balance of the age pyramid. However, for those départements (basic administrative district in France) having the greatest number of elderly combined with a low birth rate in certain regions of Southern France and the Central Highlands, the reduction of rural population will be much greater through 1985 and will not improve significantly subsequently. On the other hand, should the migratory trends of the last intercensal period continue, It would mean a reduction of the rural population by 14 % by 1985. The situation would be particularly disturbing for a vast territory extending from Berry to the Pyrenees, in which the decline in the rural population would be accompanied by a reduction in the overall population of the region, except for those few départements possessing an important urban center.
