Abstract

[spa] Instrumentas de politica sanitaria : los indicadores sociales (1a. parte) - Sanidad es un elemento clave del desarrollo social y por tanto de una politica social. No puede considerarse una nueva preocupación si bien durante largo tiempo pareció que bastaria con hablar solamente delos medios que tendrian que ponerse en práctica y tener acceso a consultas medicas y seguridad social. Esas preocupaciones no se dejan de lado pero yanobastan paraanimar un debate que ha de facilitar una politica sanitaria. El objeto de este estudio consiste pues en définir y cifrar unos cuantos indicadores sociales, o sea un conjunto de estadisticas que puedan facilitar indicadores, tanto por lo que se refiere a anâlisis como respecto a politica sanitaria. La primera parte intenta poner de manifiesto por medio del estudio de la mortalidad y de la morbilidad en Francia que es menester formar una vision amplia tanto de sanidad como del campo sanitario. El estudio enfoca también los problemas de definición y del quantificación del estado sanitario de la población. [eng] Tools of a health policy : social indicators (part 1) - Health is one of the leading components of social progress and, consequently, of social policy. It is not a new concern, but for a long time it seemed quite sufficient to talk about the measures which should be taken and about access to medical care and social security. Such preoccupations are still existent but they are no longer sufficient to entertain a question allowing to define a health policy. The object of the present study is to define and cipher some social indicators, i.e. a set of, statistics which can be used to conduct the analysis as well as for a health policy. Part I intends showing by means of the observation of mortality and morbidity in France that health and its field must be considered extensively; it also emphasizes the problems raised by the definitions and the measure of health conditions. Ce n'est pas une préoccupation nouvelle, mais longtemps il a paru suffisant d'en parler en termes de moyens à mettre en œuvre et en termes d'accès aux soins médicaux et de sécurité sociale. Ces préoccupations, ne sont pas dépassées, mais elles ne suffisent plus à nourrir le débat qui doit permettre de définir une politique de la santé. Cette étude a donc pour but de définir et de chiffrer un certain nombre d'indicateurs sociaux, c'est-à-dire un ensemble de statistiques qui puissent servir de tableau de bord, tant pour l'analyse que pour la politique dans le domaine de la santé. La première partie entend montrer à travers l'observation de la mortalité et de la morbidité en France, qu'il faut concevoir de manière extensive la santé et son domaine; elle fait ressortir également les problèmes de définition et de mesure de l'état de santé.
