Abstract

[fre] La nouvelle donne économique mondiale et le modèle FIFI par Philippe ROSSIGNOL . La préparation du VIe Plan (1971-1975), a largement fait usage d'un modèle mis au point pour la circonstance, le modèle physico-financier, plus connu sous le nom de FIFI. La logique économique de ce modèle, qui repose sur la théorie de l'Économie concurrencée de R. Courbis, a contribué à définir les options du VIe Plan, notamment celles qui concernent les relations de la France avec l'Extérieur. Avant que ne commencent les travaux de préparation du VIIe Plan (1976-1980), un examen critique s'imposait : le modèle du VIe Plan est-il apte à prendre en compte la nouvelle donne économique mondiale caractérisée par l'accélération de l'inflation mondiale, les changes flottants et le renchérissement du pétrole? . Le présent article étudie cette question et conclut à la nécessité d'adopter des modes de raisonnement nouveaux pour le VIIe Plan. Pour la préparation de celui-ci on utilisera donc une version modifiée du modèle physico-financier qui est présentée ici. The VIIth Plan's preparation (1971-1975) has largely made use of a model perfected for that purpose : the physical and financial model, generally known as FIFI model. The economic logic of this model, which rests upon the theory of competed competition contributed to the definition of the VIIth Plan's options, particularly those concerning France's intercourse with Foreign countries. Before starting to prepare for the VIIth Plan (1976-1980), a critical investigation was imperative : is the VIIth Plan's model qualified to take into account the new deal of world economy, characteried by the acceleration of world inflation, floating changes and rise in oil price? . The present article examines the matter and concludes that it is necessary to adopt new reasonings with regard to the VIIth Plan. A modified version of the physical and financial model, presented here, will be used in the preparation of this Plan. La preparación del Vl° Plan (1971-1975) utilize ampliamente un modelo que se puntualizó con tal motivo, o sea el modelo fisico financiero, vulgarmente conocido por FIFI. La légica económica de dicho modelo, la cual estriba en la teoria de la Economía competida, contribuyó a la definición de las opciones del Vl° Plan, particularmente las que conciernen las relaciones de Francia con el extranjero. Antes de iniciar los trabajos de preparación del VII Plan (1976-1980), era menester proceder a un examen critico : i Es apto el VI Plan a tomar en cuenta la nueva coyuntura económica mundial la que se caracteriza por una acceleracion de la inflacion mundial, por los cambios flotantes y por el encarecimiento del petróleo? . El présente artkulo examina esa cuestión y Hega a la conclusion de que es imprescindible adoptar nuevos modos de razonamiento respecto al VII Plan. Se acudirá, para su preparación, a una version modificada del modelo fîsico financiero, el cual va presentado en este tomo.
