Convergence et « déconvergence » des niveaux de vie des nouveaux États membres de l’Union européenne

Abstract

[eng] This article analyzes the decline in living standards in the New Member States (NMSs) of the European Union after the financial crisis, in the light of their known trends in the past decade and their growth model. Living standards in the NMSs rose significantly during the past ten years. In particular, Bulgaria, Romania, and the three Baltic countries converged swiftly toward the EU average. However, these five countries are also the NMSs that have “ deconverged ” most sharply since the crisis, owing to the prior accumulation of macroeconomic imbalances. This should encourage them to adopt more balanced growth strategies. [fre] Cet article analyse le recul des niveaux de vie enregistrés par les nouveaux États membres (NEM) de l’Union européenne suite à la crise financière, à la lumière des évolutions connues au cours des dix dernières années et de leur modèle de croissance. Les NEM ont vu leur niveau de vie progresser de manière significative au cours de la dernière décennie, la Bulgarie, la Roumanie et les trois pays baltes se distinguant par la rapidité du processus de convergence de leurs niveaux de vie. Ces pays sont aussi ceux parmi les NEM à avoir le plus « déconvergé » suite à la crise, en raison de l’accumulation préalable de déséquilibres macroéconomiques. Ceci devrait les inciter à mettre en œuvre une stratégie de croissance plus équilibrée.
