Les modèles de microsimulation dynamique dans l’analyse des réformes des systèmes de retraites : une tentative de bilan

Abstract

[eng] Dynamic microsimulation models provide a means for studying future pension system trends, based on the observed heterogeneity of agents and all the intrinsic non-linearities of pension calculations. They are also capable of integrating results from behavioural microeconometrics. The paper discusses the lessons for pension system analysis that can be drawn from these models. It goes on to consider the nature of dynamic microsimulations and the various sources of estimation errors. It concludes with a review of the main models used in developed countries and a summary of what can be learnt from Insee’s Destinie model. [fre] Les modèles de microsimulation dynamique permettent d’étudier l’évolution des systèmes de retraites en se basant sur une hétérogénéité observée des agents et sur l’ensemble des non-linéarités intrinsèques aux calculs des pensions. Ils ont en outre la capacité d’intégrer des résultats issus de la microéconométrie comportementale. Cet article dresse un bilan des enseignements de ces modèles dans l’analyse des réformes des retraites. Nous proposons une typologie des différentes méthodes possibles pour l’analyse des retraites. On étudie ensuite la nature de l’exercice de microsimulation dynamique et ses différentes sources d’erreurs d’estimation. Enfin, nous recensons les principaux modèles existants dans les pays développés et nous résumons les enseignements issus de l’expérience française à travers le modèle Destinie de l’Insee.
