Abstract

A la luz de las Memorias de los Ministros de Hacienda se ha confecciona- do el Cuadro No. 1, “procesándose” los discursos de los actores pero sistema- tizados en la perspectiva de lo que puede inferirse en materia de diagnóstico y de polfticas sectoriales de desarrollo. Evidentemente, esa no es la manera de la presentación que en el siglo pasado se hacia de las Memorias. Es sólo un ordenamiento que ayuda a realizar el análisis histórico comparativo. En realidad, la riqueza de am5lisis que ofrece el Cuadro No. 1 es interesante, pero aquf sólo abordaremos algunos aspectos. Todas las Memorias expresan de una u otra manera un enfoque y redacción en términos burocráticos y fkcalistas. En algunas, el asunto se vuelve tan nítido que es difícil rescatar objetivos de mayor alcance en la politica economica.
