Abstract

Joanne Mariner addresses the concern of why the relative tolerance for racial and ethnic discrimination in citizenship policy? She suggests the question is particularly timely now, as increased immigration flows magnify the impact of discriminatory citizenship rules, and raise the spectre of long-term migrant populations being excluded from full membership in their countries of residence.
