Abstract

En adhérant à des accords régionaux sur les échanges, en étant membres de marchés communs et signataires d’autres traités internationaux, les gouvernements des pays membres de l’OCDE ont convenu de soumettre leurs procédures en matière de marchés publics à un certain niveau de réglementation internationale. Nous analyserons dans le présent rapport l’importance réelle des restrictions juridiques que ces régimes imposent aux possibilités d’inclusion de critères environnementaux dans les marchés publics....
